Abstract
This research is based on the problem of smart city innovation in the Among Warga application in improving public services in Batu City, which is felt to be still not optimal because it is not effective in helping public services until the application will be discontinued in 2022.
This research aims to describe and analyze the innovation of the Among Warga application in improving public services in Batu City. This research method is research with a descriptive qualitative approach. Qualitative research is a problem solving approach based on descriptions that do not take the form of numbers. Data collection was carried out using interview, observation and documentation techniques. Data analysis in this research uses 4 components consisting of data collection, data condensation, data presentation and conclusion drawing. The research was conducted in Batu City with the Batu City Communication and Information Service as the implementer. From the results of this research, it can be seen that the Among Warga application innovation in improving public services in Batu City is not effective to use. With analysis through implementation management which consists of 4 stages, namely strategy implementation, organizing, leadership and control. As for the supporting and inhibiting factors using George Edward III's policy implementation model, namely communication, resources, disposition and bureaucratic structure, the supporting factors are the existence of adequate facilities for services, while the inhibiting factors are a lack of public understanding, not optimal socialization processes. , unclear follow-up OPD, as well as less effective application.
