Abstract
Bureaucratic reform requires the creation of good governance, it is necessary to build civilservants who have the qualifications and competencies in accordance with therequirements of the position and professionalism and perform well in order that cansupport attainment of the goals the government agencies effectively and efficiently.However, will be difficult to achieve if the implementation of civil servant management isnot based on a merit system as policies in civil servant management are guided byqualifications and competencies and performance without discrimination. The reason forthese problems is the management of civil servants has not fully referred to thecomparison of qualifications and competencies as position requirements against thequalifications and competencies of candidates in the recruitment, appointment orpromotion for a position. State Polytechnic of Malang referring to statutory provisions hasan obligation to carry out the employee needs analysis based on job analysis andworkload analysis, so that the title for research "Employee Needs Based on Job Analysisand Workload Analysis at State Polytechnic of Malang”. The aim of the research was toexamine the implementation of job analysis, workload analysis and employee needsanalysis based on job analysis and workload analysis. The research using descriptivequalitative research methods and a purposive sample in determining research informants.The study was found that there is a gap in the implementation of job analysis, workloadanalysis, and employee needs analysis at State Polytechnic of Malang are not inaccordance with the provisions and is not based on job analysis and workload analysis,so improvements are needed in order employee needs analysis produces exact output asthe type of position, qualifications and competencies, as well as the number of civilservants needs can be determined accurately
