Abstract

Collection of market levies is payment for the provision of market facilities in the form of courtyards, courtyards which are managed by the regions and specifically provided for traders, not including those managed by regional companies. In the malang city regional regulation (perda) number 8 of 2007 concerning the management of market retribution, and places to sell traders are levies imposed on traders by the regional government as payment for the granting of permits and utilization or use of places that sell in markets or other places that allowed. The purpose of collecting market retribution is to become a source of regional finance. This is to improve and achieve equitable distribution of community welfare. Therefore, with the retribution collection process in malang city, it can be useful for market facilities or good places to sell.
The formulation of the problem in this research is how to manage user fees in the mergan market based on the malang city regional regulation number 8 of 2007. And what are the supporting and inhibiting factors in the management of the malang city mergan market retribution.
This researcher uses a descriptive type of field research. This study uses a qualitative method. The data collection used is by using the method of observation, interviews and documentation. After the data is collected, the writer processes the data with data reduction, data presentation and conclusions.
The results of this study indicate that the management of retribution in the department of cooperatives, industry and trade of malang city is still not optimal, namely by not achieving market retribution receipts because there are various kinds of obstacles in the implementation of market retribution management. The management of market retribution that is applied is that market retribution officers must be polite when collecting retribution from traders.
