Abstract

The Regional Non-Cash Food Assistance Program is one of the programs created by local governments to reduce the burden on the community in meeting basic needs. This research was conducted with the aim of knowing the implementation of the Regional Non-Cash Food Assistance policy in Pisang Candi Village, Sukun District, Malang City. This research is a qualitative descriptive study. The data collection techniques used are interview techniques, observation techniques, and documentation techniques
The results of the research on the Regional Non-Cash Food Assistance Program in Pisang Candi Village, in terms of Targets and Policy Standards; in implementing the BPNTD program in the Pisang Candi Village, it has been right on target which is really for the poor. Resource; prior to the distribution of regional non-cash food assistance, there is a notification to the owner of the E-warong from the kelurahan to provide rice and eggs to be given to KPM. Characteristics of implementing agents; The BPNTD program in the Pisang Candi Village has been running in accordance with the BPNTD general rules or guidelines and cooperated with each other in the BPNTD distribution process so as to get very satisfying results. Attitudes or tendencies; The attitude of the implementers and local governments is well recognized by the community, KPM feels support from the sub-district government in the process of distributing BPNTD, it's just that there are some implementers who are less friendly in serving the community so that people feel uncomfortable. Communication between organizations and implementing activities; Communication in the implementation of the Regional Non Cash Food Assistance program in the Village of {Pisang Candi, there was no miscommunication, the implementation of the Ministry of Social Affairs program provided good socialization to KPM through E-Warong, the socialization was carried out by the Social Service and assisted by BPNTD assistants in the Pisang Candi Village. Economic, social and political environment; In achieving the successful implementation of the BPNTD program policy through E-Warong, socialization activities have been carried out, this socialization activity is carried out to find out the obstacles that occur in the field and how to solve them. become an obstacle for people with low education and the elderly who do not understand using ATMs or Combo cards.
