Abstract

The National and Political Unity Agency is a government institution responsible for coordinating activities related to national and political unity in a country. For correspondence matters including permits, the National Unity and Political Agency of Batu City has a digital application, namely Si Cantik Cloud. Electronic-based correspondence services are also determined by the role of leaders in determining implementation strategies. The problems in this research are; 1. What is the role of leaders in developing digitalization of public services in Batu City? And 2. What are the inhibiting and supporting factors for the role of leaders in developing digitalization of public services in Batu City? The aim of this research is to describe and analyze the role of leaders in developing digitalization of public services in Batu City, and to analyze supporting and inhibiting factors for the role of leaders in developing digitalization of public services in Batu City. This research is descriptive in nature using a qualitative approach. Data sources consist of primary data and secondary data which are then collected through observation, interviews and documentation. Data analysis activities use the Bogdan and Biklen model (Moleong, 2018:280). The results of the research are that the National Unity and Political Agency of Batu City shows full commitment to digital transformation by adopting various technologies to improve efficiency, accessibility and quality of public services by increasing the role of leaders as decision makers, sources of information, directing mechanisms, provision of resources, coordination implementation of digitalization as well as monitoring and evaluation. The inhibiting factors are inadequate conditions of infrastructure, limited unstable and slow internet access, human resources who do not understand digitalization. Meanwhile, the supporting factors are the existence of a work environment that is always supportive, and the existence of a collaborative and cooperative spirit within the organization creating a positive atmosphere that motivates each team member to contribute actively to digitalization efforts.
