Abstract

The growth of micro, small and medium enterprises (MSMEs) in the Malang City areashows a fairly striking increase, considering that Malang City is one of the cities in Indonesia thathas MSMEs spread in various business sectors. In the development of MSMEs have spread throughout the region in Malang, very many businesses are found, one of which is a type of microbusiness. There are lots of categories in micro business, one of which is from the industrial andtrade sectors. Starting from the home industry to buying and selling goods and services, makingthis type of micro business a convincing income for the people of Malang City. On the other hand,there are also a number of problems related to the process of developing micro-enterprises, oneof which is about empowerment that leads to micro-enterprises. However, if the govern mentcontributes more in empowering micro-entrepreneurs, it is possible that the rate of developmentof Micro-Enterprises in Malang City will grow rapidly. The purpose of this study is to understand and analyze the role of the Office ofCooperatives, Industry and Trade in empowering micro businesses in Malang, as well as to assessthe factors that support and hamper efforts to empower micro businesses by the service in theregion. This study uses a descriptive approach with qualitative methods and applies data analysisbased on the approach proposed by Miles and Huberman.From the results of this study, the government through DISKOPINDAG Malang City is stillnot optimal in carrying out its role, starting from the lack of coordination between DISKOPINDAG and micro business actors, especially in Malang City which can lead to overlapping programs andresources. Then the lack of skilled and trained human resources in the field of empowering micro-enterprises, Furthermore, complicated bureaucratic and licensing processes from DISKOPINDAG, which can be an obstacle for micro-business actors in developing their business,and can cause unwanted additional costs.
