Abstract

The background to the following work is (1) describing the implementation of licensing servicesfor hazardous and toxic waste and (2) education provided regarding the implementation of licensing services for hazardous and toxic waste in Malang City.The purpose of the following work is to find the processes and procedures for implementing hazardous and toxic material waste licensing services in Malang City to create satisfactory public services and also to find inhibiting and supporting factors in the process of achieving the implementation ofhazardous and toxic material waste licensing services in Malang City.The research method applied is qualitative. The research was carried out at the Jatimulyo Villageoffice, Malang City. The data sources applied are (1) the Head of the Solid Waste and Hazardous andToxic Waste Division, Malang City Environmental Service (2) Malang City PTSP/DISNAKER Staff (3)Community.The following research results prove that (1) The implementation of hazardous and toxic wastelicensing services has taken into account transparency, accountability, conditionality, participation, non-discrimination, and balance of rights and obligations. (2) The inhibiting factor in the implementation oflicensing services for hazardous and toxic waste in Malang City is regulations which are in the stage ofadjusting the provisions on the elements involved in the implementation of licensing and also supervision,such as the absence of a permanent supervisory team to supervise.
