Abstract
Smart Governance is an intelligent government management approach with a focus on public satisfaction and the enhancement of highly skilled human resources. It adopts integrated digital technology developments. The objective of this research is to analyze Smart Governance strategies in accelerating digital transformation within the Environmental Agency of Batu City. Additionally, it aims to elucidate the supporting factors and barriers in the digital transformation process. The theoretical framework employed is based on Paul Carlile’s transformation model, which includes the dimensions of Transferring, Translating, and Transforming. These dimensions are examined in the context of Smart Governance, encompassing public services, efficient bureaucratic management, and public policy efficiency. The research method used is qualitative, employing a case study approach with data collection through observation, interviews, and documentation. Meanwhile, the data analysis in this study refers to the Research Design Data Analysis proposed by John Creswell. The results of this research describe the digital transformation process implemented through the application of Smart Governance strategies within the Environmental Agency of Batu City. This is based on Paul Carile’s transformation framework (2002), which includes the dimensions of Transferring, Translating, and Transforming. These dimensions focus on Public services, with the availability of digital-based public services. Efficient bureaucratic management, achieved through flexible changes in bureaucratic governance during digital transformation. Public policy efficiency, where consistent policies drive digital transformation. Based on the analysis of Smart Governance strategies for accelerating digital transformation in the Environmental Agency of Batu City, the supporting factors include leadership policies, resources, and budget allocation. Meanwhile, the inhibiting factors are insufficient socialization, lack of understanding regarding digital transformation, and internal egocentrism. Recommendations from this study include internal discussions within the agency to enhance digital transformation commitment, continuous and gradual capacity building for digital human resources, and periodic communication with beneficiaries to raise awareness of environmental preservation
