Abstract
This thesis is written by Dendy Bangga Wiguna, 19031000081, Department of Public Administration, Faculty of Social and Political Sciences, Universitas Merdeka Malang. This thesis studies the Implementation of Public Services Towards Cash Transfers (BLT) Program in Jatimulyo Village, Malang, under the supervision of Mrs. Umi Chayanti as Supervisor I and Mrs. Adhinda Dewi A as Supervisor II. The background of this research are as follows: (1) tackling poverty issues in Jatimulyo area (2) the dissatisfaction of the community towards the Cash Transfers (BLT) Program. The goal of this research is to find out the quality of public services towards Cash Transfers (BLT) Program in Jatimulyo Village Malang in order to create a satisfactory public services and also to figure out the supporting and inhibiting factors that affects the quality of public services in Jatimulyo Village Malang. The research was a qualitative research. The target of the research is the Administrative Village Office of Jatimulyo Malang. The source of data of this research are as follows: (1) Head of Village (2) Head of Civil Empowerment Section (3) Staff Members of Civil Empowerment Section (3) Employees of The Ministry of Social Affairs (4) Members of the Community. The study shows that (1) The quality of public services towards Cash Transfers (BLT) Program have practiced the principles of Transparency, Accountability, Conditional, Participatory, Equity, and Balance of Rights and Obligations. However, few members of the community are dissatisfied with the services because they have received other assistance services but did not receive BLT. Furthermore, there are other issues such as miscommunication or misinterpretation of the information provided by the public services staff members. (2) The inhibiting factor of the implementation of Cash Transfers (BLT) Program by the public services in Jatimulyo Village, Malang is the inefficiencies of the system due to the fact that some members of the community are yet to receive their BLT Program. The supporting factors of the implementation of Cash Transfers Program in Jatimulyo Village, Malang is the excellent performance of the civil servants and staff members who patiently serves the all members of the community with equity.
