Abstract

This study aims to find out how to fulfill the rights of persons with disabilities in Malang City onservices at Malang Kota Baru Railway Station and what factors play a role in fulfilling the rights of personswith disabilities. Availability of accessibility is used to achieve ease, independence and well-being forpeople with disabilities. Facilities are important for them in public buildings so that the blind can reach aplace both in the building and outside public buildings without a hitch and do not make them becomeexcluded. This problem makes researchers interested in researching How to Fulfill Accessibility Facilitiesfor people with disabilities at Malang New City Railway Station? and What are the supporting factors andobstacles to the fulfillment of accessibility facilities for people with disabilities at Kota Baru Malangrailway station?The purpose of this study is to find out and analyze the fulfillment of accessibility facilities forpeople with disabilities at Kota Baru Malang railway station and to analyze supporting factors and obstaclesin the fulfillment of rights for persons with disabilities at Kota Baru Malang railway station. The use of thisresearch is to add knowledge and insights about the fulfillment of rights for people with disabilities atMalang City station, as information, references, and literature reviews.The type of research used is qualitative descriptive, with the focus of its research, namely thefulfillment of accessibility facilities for people with disabilities which refers to the Minister of Public WorksRegulation number 30 of 2006 related to safety aspects, convenience aspects, usability aspects and aspectsof independence and supporting factors and obstacles in the fulfillment of accessibility facilities of personswith disabilities at Malang City station. Informants from the study are Malang City railway station officersand people with disabilities. Data collection techniques are based on observations, interviews anddocumentation. The research was conducted in March-August 2021 located at Malang Kota Baru Station.In achieving ease, independence and accessibility welfare for people with disabilities, adequate,integrated, and sustainable accessibility facilities are needed. The importance of accessibility facilities forpeople with disabilities in public buildings, one of which is a railway station, is so that people withdisabilities can reach a place both in buildings and outside public buildings without obstacles and not makethem become excluded. One of the public buildings that need to be considered accessibility facilities isMalang City Station. Based on the Regulation of the Minister of Public Works number 30 of 2006concerning Technical Guidelines on Facilities and Accessibility covering four principles of Safety, Ease,Usability and Independence has not been maximal and has not been in accordance with the four principlesand people with disabilities seem forced to adjust to the facilities provided. In the fulfillment of the rightsof persons with disabilities at Malang Kota Baru Station there are several supporting factors and obstacles.One of the supporting factors in the fulfillment of the fulfillment of the rights of persons with disabilities isthe attitude made by the government in fulfilling the fulfillment of the rights of persons with disabilities sothat it is made Malang City Regional Regulation No. 2 of 2014 on Protection and Empowerment of personswith disabilities and the role of Non-Governmental Organizations engaged in the field of advocacy ofpersons with disabilities. Inhibiting factors in the fulfillment of the rights of persons with disabilities includethe design of facilities that have not been in accordance with standards such as ramp slopes, there is noparking and special waiting room for people with disabilities, there is no special stairs up and down thetrain for people with disabilities. The advice given includes providing facilities that are still lacking andimproving existing facilities to comply with the standards and involvement of persons with disabilities tojointly make improvements, and when making a rule on planning and changes to accessibility for personswith disabilities should the relevant government should cooperate with several communities and institutionswith disabilities.
