Abstract
The State Civil Apparatus, hereinafter abbreviated as ASN, is a profession for civil servants and government employees with a work agreement working in government agencies. The function of the State Civil Apparatus itself is to implement public policies, public services, as well as the glue and unifier of the nation. Performance improvement efforts can be identified after conducting an evaluation or performance appraisal. Based on the regulation of the minister of utilization of the State Civil Apparatus Number 3 of 2020 concerning the talent management of the State Civil Apparatus, which aims to increase the achievement of national development strategic goals and improve the quality of public services, find and prepare the best talents to fill key positions as future leaders. and positions that support the core business of the organization (core business) in the context of optimizing the achievement of organizational goals and accelerating national development, encouraging increased professionalism of positions, competence and talent performance, as well as providing clarity and certainty in the career of talents in order to accelerate sustainable career development, realize succession plans (succession planning) that is objective, planned, open, timely, and accountable so that it can strengthen and accelerate the implementation of the Merit System in Government Agencies, ensuring the availability of talent supply to align A The right SN with the right position at the right time based on the strategic objectives, mission and vision of the organization and balancing ASN career development and agency needs. Thus, it becomes a guideline or foundation in an effort to improve the performance of the State Civil Apparatus of Sukun District, Malang City. This study aims to describe how the efforts to improve the performance of the State Civil Apparatus in Sukun District, Malang City. In line with the research objectives, this research uses descriptive qualitative research methods. The main problem of this research is the presence of several State Civil Service employees who are less disciplined towards office work, the lack of ability of State Civil Apparatus in using office technology tools and the lack of facilities that can help smoothen performance. The research subjects in this study were 7 people consisting of 5 Civil Servants of Sukun District and 2 people who received services at the Sukun District Office, Malang City on Jl. Keben I. The data collection method uses observation, interview and documentation techniques which are carried out directly or through online media related to the process of implementing the performance of the State Civil Apparatus. The results of this study indicate that efforts to improve the performance of the State Civil Apparatus of Sukun District have been carried out quite well in achieving organizational goals. However, in its implementation there are still several obstacles, such as disciplinary constraints, the ability of employees, and also the lack of facilities. With this condition, it will hamper the State Civil Apparatus from improving its performance. In general, this research contains an overview of efforts to improve the performance of the State Civil Service as measured by the research focus.
