Abstract

National Health Insurance - Healthy Indonesia Card is a health program from the Government that aims to provide free health services to people who are less fortunate or people with weak economies. However, what happened in the field, especially in Pisang Candi Village, were complaints from the public regarding the use of this card because there was no counseling on the use of this KIS, which caused many people not to use it and not too interested in the existing KIS program. The purpose of this study is to analyze the implementation of the National Health Insurance Program - Healthy Indonesia Card in Pisang Candi Village, Sukun District, Malang City and to find out what factors are hindering and what drives the implementation of the KIS program in Pisang Candi Village, Sukun District. This study used qualitative research methods. The data collected is using interview, observation and documentation techniques, and the selected informants are employees and the community who use KIS. And based on the results of data collection, analysis and discussion of the results of this study yielded several things regarding the services received by the community when using KIS cards. The results showed that the implementation of the JKN-KIS program in Pisang Candi Village, if seen from the results of the study, it can be concluded that it has not been done optimally. Especially in the communication aspect, which shows that there are still many people who do not know the benefits of existing programs. This is because there is no information delivery or socialization has not been carried out. The resource aspect shows that there are still human resources who do not have the expertise and authority. The KIS program, the attitude aspect of the implementer, shows a good attitude and responsibility from the implementer. With its main duties and functions, the Aspect of Bureaucratic Structure shows that there is no integration between the two employees / apparatus in carrying out their duties due to lack of coordination. The obstacles to the implementation of the KIS program include inadequate health service facilities and the unpreparedness of urban village staff in disseminating information to the community as well as the lack of thoroughness of the implementing apparatus in implementing the JKN-KIS program. The factors that inhibit and encourage the successful implementation of the JKN - KIS Program in Pisang Candi Village are: for the factors that inhibit this program there is no counseling to the community so that they can realize the importance of the presence of this KIS because this program is certainly very helpful and lighten their medical costs.
