Abstract
In 2016 the city of Malang experienced a parking emergency phenomenon caused by illegal tricks. The community objected to the increase in tariffs, and objected to the illegal act of jukir in managing parking spaces that were not based on procedures. The increase in parking retribution rates affects the amount of the annual target increase. The results of the parking levy deposit is one source of income for the Malang City Original Revenue. The Department of Transportation, which has the authority to take care of the parking sector, certainly needs to determine a strategy that can overcome this. The purpose of this study was to determine the extent of the management of parking fees in the city of Malang in order to support local revenue (PAD). This research is located on Jalan Kawi, Klojen Subdistrict, Malang City, a regional company that has the authority and carries out its function as a business entity for collecting parking fees in Malang City. The type of research used in this research is descriptive using qualitative data analysis. While the data collection techniques using interview techniques, observation, and documentation. And the selected informants are the Section Head in the Supervision and Guidance of the Malang City Transportation Service, parking attendants who are in the Malang City parking area, and parking service users. The results obtained after the researchers analyzed the existing data are that the Department of Transportation in managing parking has one program, namely the program for improving transportation services which has activities including: coaching parking officers, parking services, parking control operations, data collection on parking points, and providing complaint facilities. The Department of Transportation carries out management activities including: coaching parking officers, intensification and extensification of parking service fees, parking control operations, data collection on parking points, and provision of complaint facilities. The Department of Transportation carries out parking management based on the Standard Operating Procedures for Parking Place Management Implementation. In addition, the Department of Transportation conducts regular guidance and supervision of parking attendants in order to reduce violations. The obstacles experienced by the Department of Transportation are the limited number of human resources such as the number of collectors and supervisors as well as the existence of illegal judges. Therefore, the Service cooperates with the police, TNI, and Satpol PP in carrying out joint operations to conduct raids on illegal jurors. Regarding the target of retribution for parking services on the edge of public roads, every year this retribution target continues to increase along with the increase in the target of Malang City's Local Revenue. This research can be concluded that the Department of Transportation in carrying out parking management mostly follows parking lot management procedures, and the process of withdrawing parking fees.
