Abstract

This thesis was prepared by Adkha Mirita Ayuning Putri, 19031000049 supervised by Supervisor I namely Drs. Titot Edy Suroso, MS. And Supervisor II namely Drs. Dwi Suharnoko, M.Sc. This thesis discusses the Ceramic Industry Development Policy (Implementation Study Based on Malang City Regional Regulation Number 13 of 2019 Concerning the Implementation of Trade and Industrial Business in Malang City Ceramic Village). The industrial sector is an important sector in a country where the superiority of the industrial sector will get high added value with the aim of realizing people's economic welfare more quickly. And the city of Malang is known to have many industries that can be used as city icons. One of them is the ceramics industry in the Ceramic Village of Malang City. Policies in the Malang City Ceramics Village were made by the Malang City Office of Cooperatives, Industry and Trade with the aim of solving some of the problems faced by the Malang City industry. With reference to the Malang City regional regulation number 13 of 2019 concerning the Implementation of Trade and Industry Business, the researcher is interested in further researching the implementation of this policy. This study aims to describe and analyze the ceramics industry development policy implementation study based on the regional regulation of the City of Malang Number 13 of 2019 Concerning the Implementation of Trade and Industrial Business in the Ceramics Village of Malang City through a focus on communication, resources, dispositions, and bureaucratic structures along with their supporting and inhibiting factors. This research uses a qualitative descriptive research type. Data collection techniques are carried out through observation, interviews, and documentation. Then it is processed using data analysis of data condensation, data display, and conclusions. The results of this study indicate that this implementation policy has fulfilled the 4 main elements of implementation policy at the Office of Cooperatives, Industry, and Trade which include communication, resources, disposition, and bureaucratic structure. The implementation is also appropriate although there are still a number of things that must be resolved regarding the inhibiting factors encountered.
