Abstract

e-Health is one of the public services whose application utilizes Information Technology, which supports the health sector as a knowledge base. The development of e-Health still experiences several obstacles, such as the application
at the Gading Health Center in Surabaya City, some people give an unsatisfactory assessment of the health center rating because they are not satisfied with the services and e-Health system provided. There is a discrepancy in service time with the targeting of the e-Health Service System queue, then the discrepancy between the online registration time and the reality of the services provided at the puskesmas. In addition, HR factors such as knowledge of using e-Health, experience, and skills in using technology from the Puskesmas Gading Community
greatly affect the success of implementing the e-Health system. This research uses e-GovQual and IPA methods, to see the level of effectiveness of e-Government Implementation through several e-GovQual dimensions, such as (efficiency, trust, reliability and citizen support). Based on research analyzing the effectiveness of e-Health at Puskesmas Gading using e-GovQual and IPA methods, it can be concluded that the implementation of e-Health at Puskesmas Gading Surabaya City has a positive impact on the quality of health services.
