Abstract
In English, civil servants called civil servants or also called public servants are the most important state apparatus because they are the ones who carry out the vision and mission of a country. The position and role of civil servants in every country is very important because civil servants are the implementing apparatus of the government in administering government and facilitating development to achieve the national goals of the country. The smooth running of government and the implementation of national development depend on the ability of each state apparatus to carry out their respective duties and functions. The State Civil Apparatus (ASN) is required and required to work well, work professionally so that ASN is able to serve or provide maximum service to the community. In order to achieve maximum performance, it is necessary to provide adequate welfare in the form of compensation, incentives, additional income, allowances or other service rewards. The provision of ASN welfare in the form of compensation such as salaries, allowances, incentives, and or other additional income is the authority of each regional government based on the financial capacity of the region, because the financial strength in each region has different levels.
This study aims to determine the efforts to improve the welfare of the State Civil Apparatus (ASN) within the scope of the Batu City Social Service based on the Batu Mayor Regulation Number 44 of 2021 concerning Additional Employee Income (TPP), increasing employee discipline, implementing employee guidance, the accuracy of employee promotions, employee cooperative facilities, and opportunities for education and training as well as the author's insight about efforts to improve the welfare of the State Civil Apparatus (ASN) at the Batu City Social Service.
This study uses a qualitative descriptive approach, with secondary data collection techniques, observation, interviews, and documentation. This research was conducted in the area of Batu City Social Service. The informants in this study were the ASN of the Batu City Social Service, and the manager of the employee cooperative which was directly related to the welfare of the State Civil Apparatus.
The results of the research are efforts to improve the welfare of the ASN Social Service in Batu City that supervision of ASN discipline is not optimal, the implementation of giving employee directions is still conditional, receiving Additional Employee Income (TPP) which is still experiencing delays due to frequent changes in Organizational Structure and Work Procedures (SOTK). ) and transfer of employees, the timely implementation of promotions is in accordance With aplicable regulations and regulations, the quilty of the Human Resources (HR) in the operations of cooperative facilities is considered less than optimal, full support in providing education and training opportunities by the Batu City Social Service.
