Abstract
The village is the smallest unit in governance in Indonesia which is always associated with two main images, namely sociologically it is seen as a community in a geographical unit, and the village is often identified with a power organization. The community has a role as the subject of development which of course plays a role in social life, either partially or completely, which includes persons with disabilities. However, it cannot be denied that people's lives often have differences that make a person or group unable to play a role in social life. Negative stigma is often associated with persons with disabilities being seen as a burden to their families or the surrounding community. This study has the aim of describing inclusive village governance and explaining the supporting and inhibiting factors in inclusive village governance using qualitative research methods with data analysis techniques based on interviews with sources from the Bedali Village Government Apparatus, Chair of the Indonesian Social Circle, Cadres of Posyandu with Disabilities, and persons with disabilities. The results of this study explain that inclusive village governance starts from the planning, organizing, implementing, and monitoring stages whether it is in accordance with the initial goals of inclusive villages, namely villages that are able to provide friendly services to persons with disabilities, especially in basic services such as education and health and provide opportunities that are good for people with disabilities. equally to persons with disabilities without any social discrimination
