Abstract

Women are the foundation for the development of this nation in various development sectors. At the time of independence, although most of the heroes who defended the homeland were mostly men, the role of women could no longer be denied by carrying out their roles so that women could become actors carrying the continuity of the development of the Indonesian nation. The advantages of women are also included in the roles they perform on a daily basis, namely those related to public and domestic roles, but this is also inseparable from the shortcomings faced by women.
Weaknesses or deficiencies in the role of women in these various sectors require empowerment or strengthening of various programs for strengthening or empowering women as a form of effort to improve gender equality and justice in all regions, especially in Batu city. In terms of empowering women, they have the task of preparing materials for strengthening and developing women's activities in the political, legal, social and economic fields in social organizations so that the materials for these activities are in the form of coaching and implementing networks for gender mainstreaming (PUG) in order to improve the quality of women. but to do empowerment, it is also necessary to have a fairly good participation between the community and also the government and related agencies
Based on the description above, this study aims to describe the efforts of women's empowerment programs as well as describe several supporting factors and inhibiting factors in the process of women's empowerment programs in the women's empowerment office, protection, population control and family planning in Batu City.
In this case, this research uses qualitative methods and uses descriptive research types and also uses techniques in the form of interviews, observations and documentation. The selection of samples as informants in this study consisted of: 1 section head of gender equality and women's empowerment, 1 section head of gender mainstreaming, 1 head of PKK section, 1 PKK mobilizing team, 1 female figure in Batu city in peaceful village, 1 head of P2TP2 institution, 1 community
Based on the research that has been carried out by researchers, it can be concluded that the women's empowerment program in Batu City has been implemented well with several collaborations carried out with various private institutions. However, there are still several factors that hinder the process of running the empowerment program, namely related to budget facilitation and also infrastructure and the lack of women's protection team personnel so that activities are not carried out optimally.
