Abstract
The impact of the COVID-19 pandemic affects psychological conditions and changes in human behavior that are broader in nature over a longer period of time. This has an impact on the education system in Indonesia. Teachers and students will get used to doing online learning interactions. Online learning is learning that is done with the help of the internet or a network.
The purpose of this study is to describe and analyze the quality of public services in online-based learning at SDN Pisangcandi 2 Malang City and to describe and analyze the factors supporting and inhibiting the quality of public services in online-based learning at SDN Pisangcandi 2 Malang City. The purpose of this research is to contribute ideas and theories about the quality of public services in online-based learning during the COVID-19 pandemic.
The research method used is descriptive qualitative research. The techniques used in data collection are interviews, observations, and documents. The techniques used in data analysis are data reduction techniques, data presentation, and drawing conclusions. The research location chosen was according to the thesis title, namely "Quality of Public Services in Online-Based Learning During the Covid-19 Pandemic (Study at SDN Pisangcandi 2 Malang City Based on Malang Mayor Regulation Number 17 of 2020 concerning Guidelines for Large-Scale Social Restrictions in Order to Accelerate Handling Corona Virus Disease 2019)".
The results of this study indicate that the quality of public services in online-based learning at SDN Pisangcandi 2 Malang City has been going well but there are still problems that occur in its implementation. These problems include the lack of school facilities and infrastructure, unstable network and limited internet quota.
