Abstract

The Program Keluarga Harapan (PKH) is a program of providing conditional social assistance to poor families (KM) who have been designated as PKH beneficiary families. As an effort to prevent poverty alleviation, since 2007 the Government of Indonesia has implemented PKH which is stated in the Minister of Social Affairs Regulation No. 1 of 2018 concerning the Family Hope Program. The Social Protection Program, also known internationally as the Conditional Cash Transfers (CCT), has proven to be quite successful in reducing poverty faced in thesecountries, especially the problem of chronic poverty. PKH is directed to become the epicenter and center of excellence for poverty reduction that synergizes variousnational social protection and empowerment programs.
The purpose of this research was carried out to see and scientifically describe the extent to which the Management of the Program Keluarga Harapan (PKH) in Lowokwaru sub district runs, especially in the application of management principles in the management of PKH itself. In addition, this research was also conducted to identify and describe the factors that influence PKH management in Lowokwaru sub district. The method used in this research is descriptive qualitative research with data collection techniques in the form of interviews, observation and documentation.
The results of research related to the Governance of the Family Hope Program in Lowokwaru sub district, especially the application of management principles in PKH management, have been implemented quite well. The management principles that are applied starting from the PKH planning stage, PKH socialization, PKH direction, PKH organization, PKH fund disbursement process, monitoring and evaluation and PKH reporting processes have been carried out in accordance with the procedures set out in the PKH general guidelines for 2018. In its implementation, Several findings and obstacles were found in the management of PKH in Lowokwaru sub district, especially regarding community participation in carrying out obligations and participating in activities and found some people who were desperate to pawn PKH cards.
