Abstract
The implementation of good governance is the main prerequisite for realizing the aspirations of the people in achieving the goals and ideals of the nation and state. The principles of Good Governance include: participation, legal certainty, transparency, responsibility, consensus-oriented, fair, effective and efficient, accountability, and strategic vision. The implementation of good governance is an urgency in an effort to realize an effective and efficient local government that is independent and free from corruption, collusion and nepotism, this is also supported by the enactment of Law 23 of 2014 concerning regional government which will provide great opportunities for the implementation of the principle of decentralization. . Public service is currently still an undeniable issue because public services in Indonesia tend to run in place and there is no progress. this needs to be applied about Good Governance in order to achieve good organizational goals. However, the application of these principles is still very difficult to find, because agencies in Indonesia still often use custom-based services, in this case the Sukun Sub-district office in Malang City as a public service provider at the sub-district level.
The purpose of this study is to determine the implementation of good governance principles in improving the quality of public services at the Sukun District office in Malang City and to find out what factors influence the implementation of good governance principles in improving the quality of public services at the Sukun City District office. Poor. In this study using a descriptive method with a qualitative approach. The data collection method used observation, interview and documentation techniques. The research informants in this study were the State Civil Apparatus and also the people who were in the Sukun District Office, Malang City. In this study using data analysis from Miles and Huberman which consists of data collection, data reduction, data presentation and drawing conclusions. The research location in this study is the Sukun District Office, Malang City.
Based on the results of the research conducted by researchers, it shows that the implementation of the principles of good governance in improving the quality of public services at the Sukun District office has been going well in achieving organizational goals. Visibly in the services provided by the Apparatus there are obstacles in this case the constraints of discipline, the ability of employees, and also the facilities are still minimal. With such conditions it will hinder the State Civil Apparatus in improving the quality of service. In general, this research contains an overview of efforts to improve employee performance as measured by the focus of the research.
