Abstract

Health efforts carried out by puskesmas are carried out with an emphasis on services for the wider community in order to achieve optimal health degrees without neglecting the quality of service to individuals. At the Ciptomulyo Public Health Center, regarding service to patients, it turns out that they still have problems in service. Patients still complain about the services provided by the employees at the Ciptomulyo Public Health Center.
This study aims to determine and analyze how the implementation of public health service policies at the Ciptomulyo Public Health Center, Sukun District, Malang City, as well as to determine the supporting factors and inhibiting factors for the implementation of public health service policies at the Ciptomulyo Public Health Center, Sukun District, Malang City.
This type of research is qualitative research in which the data obtained are through the process of interviews, observation, and documentation. In this study the authors took the research location at Ciptomulyo Public Health Center Jl. Colonel Sugiyono VIII No. 54, Breadfruit District, Malang City.
The results of this study indicate that in implementing health service policies, always communicate to health service providers so that health service providers also clearly promote to the target group, namely patients. The other thing is that resources in the context of implementing health service policies consist of human resources, ranging from leadership to implementing employees, facilities and infrastructure, work facility equipment, financial materials and authority, without adequate resources, it is certain that the policy cannot be implemented effectively. . In addition, the disposition in implementing health service policies has an adequate democratic nature in services. The other thing is related to the bureaucratic structure in policy implementation which includes the mechanism and organizational structure. The mechanism for health services has been established through SOPs that are listed through the program/policy guidelines.
