Abstract

The poor and neglected elderly are the age of social welfare problems that need special attention that must be addressed considering the large and increasing population in Batu City. The government in this case the Social Service plays a role and aims to improve the welfare of the poor and neglected elderly.
This study aims to describe the efforts of the Social Service in improving the welfare of the elderly and neglected in Batu City, and to determine the supporting factors and inhibiting factors of the Social Service's efforts in increasing the poor and neglected elderly in Batu City. This research has the benefit of study, thought, and can be a source of knowledge, as well as providing information on the efforts of the Social Service in improving the welfare of the poor and neglected elderly people in Batu City.
This type of research uses qualitative research with a descriptive analysis approach. The focus of the research comes from the sources studied and from the data obtained. Informant is someone who understands about the problems experienced and can provide information in the research process and this research uses purposive sampling technique. Data collection techniques were carried out by interview (interview), observation, and documentation. The data analysis technique in this study uses a cycle of components - components of qualitative data analysis. The research location is at the Batu City Social Service.
There are 2 (two) efforts by the Social Service to improve the welfare of the poor and neglected elderly, namely social rehabilitation services for the poor and neglected elderly, and the provision of social security in the form of incentive social assistance. The results of this study indicate that the efforts made are in the form of collaborating with the Department of Population and Civil Registration and several other stakeholders. The supporting factors in the efforts of the Social Service to improve the welfare of the poor and neglected elderly are the existence of Community Social Workers (PSM) in each village, the existence of social institutions for the elderly, and community participation. While the inhibiting factors are the reluctance of the elderly to be rehabilitated, the unavailability of shelters or shelters for the elderly belonging to the Batu City government, late disbursement of social assistance funds, limited regional budgets, inputting data in the SIPD application or system.
