Abstract
Direct election of regional chief or so called Pilkadal is naturally meant to recruit leader in region that can guaranty the representativeness of local community democratically. Due, to the process, politics parties have important and strategic role and function, theoretically and constitutionally. Unfortunately oligarchy practices in most of the parties internally and externally has disobeyed the basic principal of democracy is practically in the form of procedural not substantially. Therefor, the important rule the Pilkadal is the power of money.The power of money then affect not only the politica parties in electing the region kader candidates, but also constituents and the voter in perfoming the eelction. As a result, the Pilkadal process emerges a regional head who is elected by 2 tendencies, they are: by highly financial resources figure and “political dynasty” figures.
