Abstract

The quality of housing and settlement conditions in Indonesia are still frequently discussed issues. This problem is caused by the lack of a good planning system, declining quality of the residential environment, and increasing population density which leads to an increase in residential areas in urban areas. One of the strategic efforts of the Directorate General of Human Settlements of the Ministry of PUPR is a community-based infrastructure development strategy, including through the KOTAKU program. The KOTAKU program is a strategic initiative of the Directorate General of Human Settlements of the Ministry of PUPR to increase the speed of handling slum settlements in cities in Indonesia, one of which is Malang City. This study will discuss how to implement policies to prevent and improve the quality of slum housing and slum settlements in Kampung Heritage Kajoetangan, Malang City, as well as supporting and inhibiting factors for the implementation of policies to prevent and improve the quality of slum housing and slum settlements in Kampung Heritage Kajoetangan, Malang City. This research aims to describe and analyze the implementation of policies for preventing and improving the quality of slum housing and slum settlements in Kampung Heritage Kajoetangan, Malang City along with supporting and inhibiting factors for the implementation of policies for preventing and improving the quality of slum housing and slum settlements in Kampung Heritage Kajoetangan, Malang City. This study is expected to provide benefits for the government, the community and readers regarding the implementation of policies for preventing and improving the quality of slum housing and slum settlements. This research uses a qualitative research type located in Kampung Heritage Kajoetangan, Malang City. Data collection techniques used are observation, interviews, and documentation. The research instrument is the researcher himself and also several research support tools in the form of interview guidelines and other tools. Data analysis used is using interactive model data analysis according to Miles, Huberman and Saldana. ix The results of the study indicate that the implementation of the policy of preventing and improving the quality of slum housing and slum settlements in Kampung Heritage Kajoetangan, Malang City, went smoothly even though there were several obstacles. There are supporting factors and also inhibiting factors in the implementation of this policy. The supporting factors in the implementation of this policy are the community in Heritage Kajoetangan, human resources and budget, and the Regional Government. While the inhibiting factors are the lack of socialization to the Heritage Kajoetangan community and the community outside the Heritage Kajoetangan area also feels that they have not been socialized regarding the program. The suggestion that researchers can give is to provide training to the implementing team in the field to improve understanding in dealing with communities with various characters, so that the approach becomes more focused and efficient and to hold routine and scheduled socialization in stages around the development area, in order to reach all levels of society.
