Abstract
Education is the main tool for improving the quality of human resources in a country. Investment in education is an important strategy in implementing a country's development. The problem is that access to education in Indonesia is still difficult to access education, especially in remote, remote areas or poor communities. The long distance between residence and school, lack of transportation facilities and minimal educational infrastructure in these areas are obstacles to equitable access to education, especially formal education. Non-formal education has a significant role in helping community groups who may not be able to access formal education for various reasons, including financial limitations or past school age and long distances to school. One of the non-formal education is PKBM which is a Community Learning Activity Center which functions as a center for educational activities for the community. It includes a variety of learning programs designed to meet the educational needs of the community. The PKBM examined in this research is PKBM Wijaya Kusuma, Tosari District, Pasuruan Regency, referring to the 2011 PKBM Establishment and Implementation Guidelines, considering that the distribution of formal education is uneven in Tosari District, an explanation regarding the Implementation of PKBM in Increasing Educational Participation needs to be carried out to describe and analyze Implementation of PKBM in increasing educational participation in Tosari District as well as supporting and inhibiting factors in the Implementation of PKBM in increasing educational participation in Tosari District. The method in this research uses qualitative methods to explain the implementation of education referring to George C Edward III's theory with a descriptive analysis approach. The techniques used in collecting data are observation, interviews and documentation. The data analysis technique is by collecting data, condensing data, presenting data and drawing conclusions. The results of this research explain aspects of communication, resources, disposition and bureaucratic structure implemented with various external and internal supporting and inhibiting factors.
