Abstract

The performance of secretariat employees is one of the determining factors in efforts to improve the quality of service to the community and between fields in the Public Works Office of Spatial Planning Housing and Settlement Areas (PUPRPKP) Malang City. The performance of government agencies is a description of the level of achievement of performance targets or objectives of government agencies as a description of the vision, mission and strategy of government agencies which shows the level of success and failure of the implementation of activities. This study aims to determine the implementation of the performance of employees of the secretariat of the PUPRPKP Office of Malang City based on the Minister of Administrative Reform and Bureaucratic Reform Regulation No. 6 of 2022 concerning Performance Management of State Civil Apparatus Employees and has been explained in several articles related to the main and supporting indicators in achieving employee performance such as in article 9 paragraph 2 regarding the measure of success of individual performance on work result plans covering aspects of quantity, quality, time, and cost. In article 10 paragraph 1 employee work behaviour is included as a category in the assessment of individual employee performance including service orientation, commitment, work initiative, cooperation, and leadership. In article 11 paragraph 1 resources are also needed to achieve employee performance such as including human resource support, budget, work equipment, leadership assistance, and infrastructure facilities. In addition, the purpose of this study was also to determine the supporting factors and inhibitors in the implementation of the secretariat employee performance policy at the PUPRPKP Office of Malang City.
The concept of performance based on expert opinion, such as Robbins' theory regarding the concept of employee performance in his book "Organizational Behaviour" states that performance is simply a function of the interaction between ability, motivation and desire. And there are also several performance indicators to measure individual performance according to Robbins, namely work quality, quantity, timeliness, effectiveness, and independence. Regarding the implementation of public policies, researchers use the Edward III theoretical model which is a reference in designing and implementing these policies, there are several elements such as communication, disposition, organisational structure, and resources. The policy implementation process is understood through three different perspectives, namely policy makers, implementing officials in the field as implementers and individual actors as target groups.
This research uses a qualitative approach and uses descriptive research methodology. In qualitative methods the researcher acts as the main instrument and emphasises more on the phenomenon and examines more into the substance of the meaning of the phenomenon. This research uses field observation methods, interviews and documentation. With informants of the Head of the General and Personnel Subdivision, Administration and Personnel, Administration and Infrastructure Facilities, as well as Planning and Performance Achievement Report Compilers in analysing data, researchers use the data analysis model according to Miles and Huberman with several steps such as data collection, data condensation, data presentation, and conclusion drawing.
The results obtained in this study are that the performance of secretariat employees at the Public Works Office of Spatial Planning, Housing and Settlement Areas of Malang City is very good, it can be seen from the results of interviews and observations in the field, namely employees who have knowledge and human resource capabilities that can be said to be above the standard of employees in general, this is evidenced by employees who are accustomed to doing several jobs at once which are quite a lot in a limited time. Therefore, employees are very overwhelmed with a considerable workload with a minimum workforce, thus making employees less interested in continuing their education to a higher level because the workload is too much and they have no other time. In addition, secretariat employees have a high work commitment and work initiative. Communication between employees is also very good and affects employee performance so that it forms a positive and mutually supportive work environment between employees.
The overall conclusion is that the cause of the performance of employees of the secretariat of the PUPRPKP Office of Malang City is the lack of employee labour against the workload which always increases every year. Therefore, the dreamer should pay more attention and review the availability of manpower, besides prioritising employee training to improve the ability of their human resources.
