Abstract

The problem of urbanization in urban areas is one of the problems and challenges faced in urban areas. For this reason, Smart City is here which aims to overcome this problem. Smart City has the goal of making cities safe, comfortable, efficient and sustainable. Smart City also aims to create a city with integrity in order to improve the standard of living of the community by providing easy access to information, increasing the efficiency of services to the community with the use of technology, and providing all the community's needs. The Ngalam Command Center (NCC), which was the focus of the research, became one of the pioneers of Smart City innovation in Malang City by the Communication and Information Department at the end of the year, precisely on Wednesday 20 December 2017. The Command Center functions as an information control center to help the mayor make decisions, provide commands, coordinates, coordinates, controls, and supervises all actions necessary to deal with city problems. As a data and information management center, NCC has the task of supporting various policies in both development and public services in Malang City. What is the role of the Ngalam Command Center (NCC) in realizing the Smart City concept in Malang City and its supporting and inhibiting factors. The research method used in this research is a qualitative descriptive approach. This method includes direct data collection, analysis and interpretation of data using theories relevant to the research. The data collection techniques used in this research used interview, observation and documentation techniques. The data analysis technique in this research uses and refers to data analysis techniques according to Miles, Huberman, and Saldana. The focus of this research is the role of the NCC as a decision-making center, public service, monitoring center and integration center. NCC plays a role in decision making in Malang City Government, where the Mayor, Deputy Mayor, Regional Secretary and their staff often hold meetings in the NCC room to discuss problems, carry out coordination, innovation and policy in Malang City, especially regarding Smart City and NCC is often used by Malang City regional officials. NCC plays a role in providing public services in Malang City. At the Ngalam Command Center there is an emergency call service, namely Ngalam 112. Ngalam 112 is a Call Center service owned by the Malang City Government which serves the community with ix emergency call services. The aim of Ngalam 112 is to make it easier for the public to report incidents that occur via telephone. NCC is a place for monitoring or supervising community activities in Malang City. At NCC there is monitoring of all CCTVs spread throughout the Malang City area. The total number of CCTVs spread throughout Malang City is 309 CCTVs located in 120 points. NCC is the center for data and information integration from all regional apparatus in Malang City. The integration function is to unite all data and information in one dashboard. For the people of Malang City who want to access this data and information, a website has been created called https://smartcity.malangkota.go.id/. Based on the research that has been conducted, it can be concluded that the role of the Ngalam Command Center in realizing a Smart City in Malang City has been implemented well. Where NCC has implemented Smart City indicators, namely Smart Governance by implementing decision making and public services and Smart Living by monitoring CCTV throughout the Malang City area. However, system errors and technical problems still often occur, so further improvements are needed.
