Abstract
Indonesia is still classified as a developing country with a relatively high unemployment rate, especially in large cities like Malang. Unemployment in Malang City reaches 3.693% of the total 847,182 residents in Malang City. Low literacy rates and lack of information about job vacancies are among the causes of high unemployment rates. The government's role contributes to the rise or fall of the community's economy. The economic decline and high unemployment have led the Malang City Government to create work programs that can improve the community's economy. The role of schools is needed in reducing unemployment rates, and vocational high schools (SMK) present special job fair programs to solve existing problems. Vocational High Schools (SMK) play an important role in preparing skilled graduates ready to enter the workforce. The government, through Presidential Instruction No. 9 of 2016, encourages the revitalization of SMKs and the establishment of special job fairs (BKK) in SMKs to facilitate the placement of graduate workers. SMK Negeri 12 Malang City collaborates with the Malang City Manpower Office in developing curricula and establishing special job fairs to improve the quality of graduates and assist with job placement. The special job fair plays a role in providing employment information, fostering relationships with the business/industry world, and helping develop educational programs that meet the needs of the working world. There is still a gap between the availability of SMK graduate workers and the needs of the job market in Malang City, which causes high educated unemployment.
This study aims to determine how the special job fair runs in carrying out its role, specifically at the research location of SMK Negeri 12 Malang City. The purpose of conducting this research is to see the extent to which the special job fair program is running, as well as to identify the inhibiting and supporting factors of the special job fair at SMK Negeri 12 Malang City.
The research method used is qualitative with a descriptive approach, with data analysis techniques based on interview results from the Public Relations Deputy of SMK Negeri 12 Malang City, the Special Job Fair Coordinator, and participants of the special job fair activities at SMK Negeri 12 Malang City. Data collection techniques were carried out through interviews, observation, and documentation. This research is located at SMK Negeri 12 Malang City with research informants, namely the Public Relations Deputy of SMK Negeri 12 Malang City, the Special Job Fair Coordinator of SMK Negeri 12 Malang City, and 5 (five) participants of the Special Job Fair activities at SMK Negeri 12 Malang City.
The results of this study explain that the implementation of the special job fair at SMK Negeri 12 Malang City has been carried out. In implementing the special job fair, there are 4 indicators of the form of implementation of the special job fair which include communication, resources, disposition, and organizational structure. In implementing the special job fair, SMK Negeri 12 Malang City has supporting factors in the form of institutional support as well as adequate facilities and infrastructure, while the inhibiting factors are in the form of poor graduate attitudes, a vast difference between the number of registrants and those participating in activities, lack of assessment in the implementation of the special job fair, and lack of information on requirements given to activity participants.
