Abstract

Village funds are sourced from the State Revenue and Expenditure Budget (APBN) and transferred through the district/city Regional Revenue and Expenditure Budget (APBD). The provision of village funds is regulated in various regulations, including Minister of Home Affairs Regulation Number 20 of 2018 concerning Village Financial Management, which provides detailed guidelines regarding how these funds must be managed, starting from planning, implementation, administration, reporting, to accountability. The implementation of village funds is expected to strengthen the capacity of village governments, increase community participation in the development process, and encourage transparency and accountability in village financial management. This research will discuss how village funds are managed in Karangwidoro Village, Dau District, Malang Regency as well as supporting and inhibiting factors for managing village funds in Karangwidoro Village, Dau District, Malang Regency.
This research aims to describe and analyze the management of village funds in Karangwidoro Village, Dau District, Malang Regency along with the supporting and inhibiting factors for managing village funds in Karangwidoro Village, Dau District, Malang Regency in Karangwidoro Village, Dau District, Malang Regency. It is hoped that this research will provide benefits for the government, the community and readers regarding the management of village funds.
This research uses qualitative research located in Karangwidoro Village, Dau District, Malang Regency. The data collection techniques used were observation, interviews and documentation. The research instruments are the researchers themselves and also several research supporting tools in the form of interview guides and other tools. The data analysis used is categorical model data analysis according to Lexy J. Moleong.
The research results show that village fund management is running well but not yet optimal. There are supporting and inhibiting factors in managing village funds. The supporting factors in managing village funds are human resources, community participation and the siskeudes application. Meanwhile, the inhibiting factors are the season and internet network. Suggestions that researchers can give are making plans or scheduling projects and taking into account possible delays or schedule changes caused by weather and the government needs to equalize internet access or work with internet service providers to ensure that all villages, especially remote villages, have adequate internet access.
