Abstract
General Elections (Pemilu) in Indonesia are a democratic process that allows the people to elect their representatives at various levels of government, in accordance with the principles of Pancasila and the 1945 Constitution. Elections are very important because they determine national and legislative leaders for the next five years, with a significant influence on national policy and development. The Election Supervisory Agency (Bawaslu) plays a role in maintaining the integrity of elections by overseeing the entire process, ensuring compliance with the rules, and handling violations. Considering that some violations that often occur in society are related to campaign violations, further handling is needed so that in the future it can be more effective in supervising the prevention of campaign violations.
This study aims to analyze and provide input related to general election supervision in preventing campaign violations. And it is hoped that with this research, supervision in general elections, especially in preventing campaign violations, can be improved better in the future, considering that this election is a real manifestation of democratic government, so supervision is needed in its implementation.
The results of this study indicate that some of the research indicators have shortcomings in their implementation. However, some also went well, Bawaslu Malang City is committed to ensuring that the election is fair and transparent through socialization, and is open to criticism and suggestions. They actively collaborate with related agencies such as the National Police, KPU, and KPI also for comprehensive supervision. Bawaslu recruits members based on competence and experience, and develops capacity through regular training. Supervision facilities include equipment and information technology that enable real-time monitoring. Funding comes from the APBN and grant funds from legislative candidates and political parties. A clear division of tasks and responsibilities helps Bawaslu members carry out supervision. Although there is a hierarchical structure, Bawaslu has autonomy in handling disputes quickly, although challenges related to speed and responsiveness remain. Bawaslu's bureaucratic structure is well organized, allowing movement between divisions for clear reasons, except for the legal division which has a special role. This study concludes that effective supervision by Bawaslu Malang City can prevent campaign violations and ensure fair and transparent elections.
