Abstract

Satlinmas is directly under the supervision of Satpol PP in charge of coaching Satlinmas members, such as technological and technical science coaching. Based on the Mayor of Malang Number 51 of 2021 concerning the position, duties, functions, authorities, organizational structure, and work procedures of Satpol PP, it is to maintain the existence of the implementation of security, public order and community protection. The contribution of Satpol PP to Satlinmas is one of them by educating and nurturing Satlinmas members by improving their skills, knowledge and abilities. The purpose of this study is to describe and analyze the implementation of Community Protection Unit development in Kedungkandang District based on Mayor Regulation Number 51 of 2021 concerning the Position, Organizational Structure, Duties and Functions and Work Procedures of the Civil Service Police Unit and explain what are the supporting and inhibiting factors for the implementation of Satlinmas member development in Kedungkandang District. This study used descriptive qualitative method. The focus of this research is on the implementation of Community Protection Unit development in Kedungkandang District based on Guardian Regulation No. 51 of 2021 concerning the Position, Organizational Structure, Duties and Functions and Work Procedures of the Civil Service Police Unit and explains what are the supporting and inhibiting factors for the implementation of Satlinmas development in Kedungkandang District. Data collection techniques include interviews, documentation, and observation. The data analysis technique uses Miles, Huberman, and Saldana data analysis. The research location is in Malang City District and Malang City Civil Service Police Unit. The results of research in coaching satlimas members in Kedungkandang District. The Satpol PP coordinator in Kedungkandang sub-district controls each sub-district under Kedungkandang sub-district, namely by patrolling to see whether Satlinmas members have complied with SOP procedures. Satlinmas members in sub-districts under Kedungkandang sub-district will be representatives to become Satlinmas in Kedungkandang sub-district to become Satgas linmas at the sub- district level which only takes representatives from each sub-district of two people each.
