Abstract

The infrastructure development of the South Cross Route (Jalur Lintas Selatan) has had a positive impact on the areas it passes through, including Blitar Regency in East Java Province. The South Cross Route in Blitar Regency passes through several exotic beaches, one of which is Jolosutro Beach. Jolosutro Beach is already well-known as a religious tourism destination for Hindus. This research aims to: (1) Identify and develop the tourist attractions of Jolosutro Beach using an integrative approach that involves tourism components and sustainability concepts; (2) Formulate tourism development strategies with a fisheries theme that utilize natural and local cultural resources to improve the welfare of the local community; (3) Analyze the challenges and potentials in the development of fisheries-based tourism in Jolosutro Beach using SWOT analysis.This research uses a qualitative approach. Primary data was collected through interviews with relevant stakeholders and field observations. The data was analyzed using thematic analysis and SWOT analysis, resulting in several priority strategies to increase tourist visits and local community income. The development strategies for fisheries based tourism potential that can be implemented at Jolosutro Beach, Blitar Regency, include: creating branding through the identification of cultural and fisheries tourism potential that reflects local wisdom values, establishing destination governance, tourism human resource training, and business capital for fishermen and micro and small business actors
through CSR.
