Abstract
Indonesia will of course carry out development with the aim of increasing the welfare and prosperity of society. However, until now the gap between regions in Indonesia is still considered relatively high and is one of the important challenges in national development. In particular, the development gap between the Western region of Indonesia and the Eastern Region of Indonesia. To achieve these development goals, the village government established several village programs. One of the village programs being considered is the formation of a business entity, namely a Village-Owned Enterprise (BUMDes). In the midst of the running of BUMDes, the problems or obstacles that hinder the development of BUMDes also apply to BUMDes Tirto Landungsari. Regarding the existing obstacles, researchers conducted further research to find out the extent of the governance of BUMDes Tirto Landungsari and what are the supporting and inhibiting factors for the management of BUMDes Tirto Landungsari in Landungsari village.
The aim of this research is to find out, analyze and understand the governance of Village-Owned Enterprises (BUMDes) as well as the supporting and inhibiting factors of Village-Owned Enterprises (BUMDes). The purpose of this research is to provide information and increase insight for readers from academic circles and the general public and provide contributions to related parties who need it, as well as to understand the governance of Village-Owned Enterprises (BUMDes) as well as supporting and inhibiting factors for Village-Owned Enterprises. (BUMDes).
The type of research carried out by researchers is descriptive qualitative with the focus of the research being BUMDes Governance, Supporting Factors and Inhibiting Factors of BUMDes. The informants for this research were village officials, BUMDes administrators and community leaders in Landungsari Village. The data collection technique is based on the results of observation, interviews and documentation. The research was conducted in December 2023-February 2024 located at the Tirto Landungsari BUMDes Office, Landungsari Village, Dau District, Malang Regency.
The results of this research show that the strategy implemented by the Tirto Landungsari Village-Owned Enterprise (BUMDes) in setting targets and goals includes using governance principles, namely participatory, cooperative, transparent, accountable, sustainable. Participation in implementing community availability in encouraging the progress of BUMDes. Likewise with cooperatives that implement collaboration with other parties with the aim of developing and running the business smoothly, this collaboration is carried out with BNI and BRI and universities. The transparent principle implemented by BUMDes Tirto Landungsari emphasizes honesty and openness. With this transparent principle, it guarantees access or freedom for the interests of the general public which must be known by all levels of society easily and openly. Accountable, namely accountability carried out by BUMDes technically and administratively, accountability reports carried out by BUMDes starting from the expenditure of funds and responsible management of every activity carried out by BUMDes. The next one is sustainable, namely the sustainability of BUMDes businesses which is also the key to building independent and sustainable villages, business activities are developed and maintained by BUMDes managers to be able to survive in business competition, BUMDes must continue to innovate and maintain the quality of their business assisted by all components.
