Abstract
The Merdeka Belajar Kampus Merdeka (MBKM) policy launched by the Ministry of Education, Culture, Research, and Technology aims to provide freedom and flexibility to students in pursuing higher education. One of the flagship programs of MBKM is the Magang and Study Independent Bersertifikat (MSIB), which allows students to gain hands-on work experience and hard and soft skills relevant to their field of study. This research will discuss how the implementation of the (MBKM) Program (MSIB) policy in the Public Administration Study Program, Faculty of Social and Political Sciences, Universitas Merdeka Malang, and what are the inhibiting and supporting factors. This study aims to describe and analyze the policy implementation of Merdeka Belajar Kampus Merdeka (MBKM) Program Magang and Study Independent Bersertifikat (MSIB) in the Public Administration Study Program, Faculty of Social and Political Sciences, University of Merdeka Malang along with its inhibiting and supporting factors. This research is expected to provide benefits for the Public Administration Study Program, government, society, and readers regarding implementing the Merdeka Belajar Kampus Merdeka policy. This research uses a qualitative research method with a descriptive approach. Data were obtained through interviews and documentation with the PICMSIB of the University of Merdeka Malang, Deputy Dean I of Fisip, and students participating in the MSIB Batch 3-6 program. The data analysis used is data analysis according to George III Edward which focuses on communication, resources, disposition, and bureaucratic structure.
The results showed that the MSIB PIC carried out the MSIB program communication process, the resources provided by the campus were in the form of easy administrative services and SKS conversion, related to the disposition and attitudes of implementers, the campus was always open with information about MBKM, especially the MSIB program, while related to the bureaucratic structure ,namely the MSIB coordination team was held by one person for the entire university, the MSIB PIC, then channel ed to the faculty and study program based on the Chancellor's Decree. The inhibiting factors in the implementation of the MBKM policy for the MSIB Program are lack of student communication with the Study Program regarding the conversion of credits, less student participation, students who cannot meet the administrative requirements for registration, close final project work due to a timeline that is not going well, and lack of socialization of MBKM activities, especially the MSIB program. The supporting factors are ease of SKS conversion by Prodi, ease of administrative services, the establishment of UPT (MBKM Technical Implementation Unit), and partners who accommodated additional student needs.
