Abstract
Micro, small and medium enterprises (MSMEs) are businesses that are able to provide and expand employment space and opportunities, provide economi cassis tance to the wider community, participate in the process of economic balance and increase the average income of the community, support economic growth, and participate in the process of achieving national stability. MSMEs are a crucial sector that has the potential to grow and achieve economic stability.
In general, micro, small and medium enterprises have great potential in improving people's welfare. MSMEs are recognized as an acronym for Micro, Small and Medium Enterprises. For business owners, MSMEs refer to businesses or ventures initiated by individuals, small businesses, or even groups of people. The aim of this research is to determine the influence of the Malang City Government, which acts as a regulator and facilitator in the development of MSMEs, on the working relationship between MSMEs and the Malang City government in order to increase the capabilities of MSME actors.
The strategy used in this research is a descriptive method that combines methods of collecting information and information through documentation and interviews. In connection with the theory used in this research, namely the policy implementation model based on Edward III's theory, there are four aspects that need to be considered to determine the success of a particular policy, namely communication, resources, the attitude of the bureaucracy and implementers, as well as organizational structure and governance. implementation bureaucratic flow.
