Abstract

The Malang City Regional People's Representative Council consists of 45 legislative members has authority based on the Law. DPRD Authority Based on Law Article 343 paragraph 1 of Law Number 27 of 2009 (UU Susduk) states, Regency DPRD and the City has legislative, budgetary and supervisory functions. Verse 2 explains, thirdly the function as intended in paragraph (1) is carried out within the framework of people's representation in district/city. Talking about the duties and functions of the DPRD means discussing what DPRD wants to implement it in an effort to achieve its goal of providing public service. Article 344 paragraph1 of Law No. 27 of 2009 states, duties and authorities The Regency/City DPRD forms join tregency/city regional regulations regent/mayor, discuss and approve draft regional regulations
regarding the district/city regional income and expenditure budget proposed by regent/mayor. This research aims to determine and describe professionalism members of the Malang City DPRD in producing regional regulations. This research uses descriptive-qualitative research methods to provide an overview regarding the professionalism of the Regional People's Representative Council (DPRD) in producing regional regulations in Malang City are systematically factual (facts that happened) and accurate (in data collection), as well as related to the phenomenon investigated in field, namely at the Malang City DPRD office. The research results can be presented in form logical sentences and depictions in accordance with actual reality.
The results of this research show that currently the Malang City DPRD is not yet effective carrying out its duties and functions as a legislative institution and in the involvement stage community participation in the formation of regional legal products so that resulting in lesst han optimal legal products produced. Involvement The community is only at the aspiration stage and is followed up by the DPRD, but is not involved fully in the preparation or formation stage. Therefore, the consequences are not run effectively. Professionalism and conditions of integrity, credibility and accountability DPRD institutions must be further improved.
