Abstract

Some of the problems currently being faced by almost all regions in Indonesia are the decreasing quality of the living environment, especially green open spaces. One of them is Mojokerto Regency which is growing as an industrial area and experiencing quite significant industrial growth. With the presence of industry in Mojokerto Regency, it is hoped that it can have a positive impact on people's lives in improving economic prosperity. However, on the other hand, the development of this industrial area has a negative impact on the environment. Based on a study of the conditions and situation of environmental management in the Mojokerto Regency Environmental Service Strategic Plan for 2021-2026, one of the main issues that must receive joint attention is the problem of inadequate green open space. In 2022, the percentage of existing green open space in Mojokerto Regency is very minimal so it will still not be able to meet procurement provisions. The distribution of public green open spaces also tends to congregate in certain areas of the Mojokerto Regency area, so it needs to be prepared and planned for land locations that have the potential to be maintained and used as green open spaces in the future. Based on these conditions, green open space in Mojokerto Regency needs to be arranged in accordance with the provisions on the proportion of green open space in accordance with Mojokerto Regency Regional Regulation Number 9 of 2012 concerning Regional Spatial Planning which explains that the determination of urban green open space is 30% consisting of 20% public green open space and 10% private green open space.
Based on the discussion outlined above, the aim of this research is to describe and analyze the implementation of policies in providing green open space in Mojokerto Regency as well as to describe and analyze the supporting and inhibiting factors in implementing policies in providing green open space in Mojokerto Regency. The benefit of this research is as material for study and evaluation of the Mojokerto Regency Government regarding the implementation of the policy of providing green open space based on Mojokerto Regency Regional Regulation Number 9 of 2012 concerning Regional Spatial Planning in the Mojokerto Regency Environmental Service. The research method used is qualitative with a descriptive approach. The data collection techniques used were interviews conducted at the Mojokerto Regency Environmental Service, observations regarding existing green open space field conditions, as well as document studies or literature studies including books, statutory regulations, journals and articles related to the issues raised. Data analysis in this research refers to the interactive model data analysis proposed by Miles, Huberman, and Saldana (2014) which includes data collection, data condensation, data presentation, and drawing conclusions. The location of this research is Mojokerto Regency, while the research site aimed at by the author is the Mojokerto Regency Environmental Service.
The results of this research show that the total area of green open spaces in Mojokerto Regency is currently only 0.282% of the area, which means that it has not reached the target in accordance with existing regulations. There are factors that support and inhibit the implementation of the policy of providing green open space in Mojokerto Regency. Supporting factors come from the existence of supportive spatial planning policies, cooperation between regional organizations, and community participation in planning, building and managing green open spaces. The inhibiting factors include the limited available budget, inadequate infrastructure, minimal government efforts in collaborating with the private sector through CSR programs, the government's lack of efforts to acquire land to increase the percentage of green open space, and the absence of derivative regional regulations that discuss the provision of RTH technically.
