Abstract

Kajoetangan Heritage Tourism Village is the oldest village located on Jl. Jenderal Basuki Rachmat Gang Vi, Kauman Village, Klojen District, Malang City, becoming a cultural tourism village enriched with historical educational values through the display of Dutch colonial houses. Cultural heritage maintenance, optimization of tourist attractions, urban modernization trends are the problems faced by the government in developing the Kajoetangan heritage tourism village. The purpose of this study is (1) To find out the development strategy of the Kajoetangan heritage tourism village, (2) To find out what factors influence the development strategy of the Kajoetangan heritage tourism village, (3) To find out the potential and uniqueness that are the attractions of the Kajoetangan heritage tourism village. This study uses a qualitative method. Data sources are obtained from primary data and secondary data. Data analysis uses data collection, data condensation, and verification. Information collection through interviews, documentation, and observation. The results of this study indicate that the development strategy of the Kajoetangan heritage tourism village is managed by POKDARWIS, a community of Kajoetangan heritage tourism village residents and DIPORAPAR Malang City as a supporter of activities built by POKDARWIS Kajoetangan heritage tourism village. The form of tourist attractions found is more dominated by physical buildings, including 50-year-old houses spread across RW 1, RW 2, RW 9, RW 10, totaling 29 spots. Tourist visits to the Kajoetangan heritage tourism village are charged an entrance fee of Rp. 5,000 / 1 person for local tourists, while foreign tourists are charged Rp. 1,000 / 1 person. The number of tourist visits to the Kajoetangan heritage tourism village in 2020 was 8,717, in 2021 it was 423, in 2022 it was 3,713, in 2023 it was 67,870, in 2024 it was 24,168. The conclusion obtained in this study is that the Role of POKDARWIS and DISPORAPAR of Malang City has developed the Kajoetangan Heritage Tourism Village quite well. Where POKDARWIS and DISPORAPAR of Malang City carry out their roles in developing especially in decision making. POKDARWIS and DISPORAPAR also provide support for activities carried out by residents of the Kajoetangan Heritage Tourism Village, especially supporting events. But the problem is that community participation varies, starting from zero percent to one hundred percent participation in the development of the Kajoetangan Heritage Tourism Village. This is assessed by the community, among other things, from the amount of money they get from their participation in the development of this tourist village. Because people think that if they do not get any benefits from helping to develop the Kajoetangan heritage tourism village, it will be a waste of time. This village will be made into a cultural tourism village that will attract more tourists. However, in the implementation of the development that has been carried out so far, theseobstacles have begun to be addressed by the management by holding regular meetings between stakeholders, managers, and the community so that each other can express their desires in developing the village and aim to achieve a vision and mission for the sustainability of the development of the Kajoetangan heritage tourism village even though it has not run optimally.
