Abstract

Archives are documentation that functions as a source of data and information for an organization or the person who archives them. In general, archives are only seen as piles of paper, but in reality archives are important assets that are very valuable and can be used as evidence or reminders of time, both in the past or history, the present, and the future. The influence of the development of digital information technology such as computers and the internet can greatly affect archiving, electronic archives are considered more in line with current needs that demand speed of sharing, ease of access, and flexibility in expanding networks. The Kediri City Government has regulated policies related to the Electronic-Based Government System through Kediri Mayor Regulation Number 48 of 2022 concerning the Implementation of an Electronic-Based Government System. In the process of implementing the archive digitization policy, the Kediri City Archives and Library Service has several obstacles that must be faced, especially since there are still several agency employees who do not clearly and accurately understand the digitalization of archives. The obstacles faced by the Kediri City Archives and Library Service need to be evaluated against several aspects in order to adapt and adjust to the demands of change both from internal and external aspects of the agency.
The purpose of this study is to determine and analyze the implementation of the ASN Digital application program at the Archives and Library Service of Kediri City. In addition, it also aims to determine and analyze the supporting and inhibiting factors for the implementation of the ASN Digital application program at the Archives and Library Service of Kediri City.
The method used in this study is a qualitative method with a descriptive analysis approach. The techniques used in collecting data are interview techniques, observation, and documentation carried out at the Archives and Library Service of Kediri City. The data analysis technique used in this study is the data analysis technique according to Miles Huberman and Saldana which consists of the process of data collection, data condensation, data presentation, and drawing conclusions.
The results of this study are that the implementation of the ASN Digital application program at the Kediri City Archives and Library Service has not been optimally implemented in accordance with Kediri Mayor Regulation Number 48 of 2022. In terms of communication, the delivery or distribution of information in general has been carried out through coordination meetings and technical guidance that has been attended. However, there are still several obstacles, although the communication that occurs has not reached optimal communication, the library office continues to strive to be consistent in order to realize an electronic-based government system, namely the digitization of archives. In terms of resources, in the implementation of this ASN Digital Application program, because everyone holds their own account, the library office as the implementer does not feel a shortage of staff. In terms of disposition, the staff have agreed with the SPBE policy of using the ASN Digital Application, because the program is considered very helpful and makes daily activities easier. In terms of bureaucratic structure, the Kediri City Archives and Library Service has standard procedures that are in accordance with the respective work duties of each field so that the implementation of programs can be carried out without complicated procedures and adjusted to the sources and actions of the implementers.
