Abstract

With a large population, Indonesia is required to ensure the prosperityof its people. In this regard, efforts are needed to improve community welfarefor the better. Good development must start with good planning. Musrenbang isa consultation forum for those who wish to make a development planningagreement in the village concerned at the regional level. Several problems oftenoccur in the musrenbang process, starting from the lack of village communityparticipation in musrenbang, procedures for implementing musrenbang that donot comply with guidelines, to the results of implementing musrenbang not beingin accordance with the wishes of the village community itself.This research on the implementation of village development planningdeliberations aims to describe and analyze the implementation of villagedevelopment planning deliberations in Toyomarto Village, as well as supportingand inhibiting factors. The usefulness of this research is that it is hoped that itwill be a contribution to the Toyomarto Village government to further maximizethe implementation of village development planning deliberations.This research method uses a qualitative research method with adescriptive approach, then the location of this research is in Toyomarto Village,Singosari District, Malang Regency. This data collection technique involvesconducting interviews, observation and documentation. Then data analysistechniques by means of data collection, data condensation, data presentation anddata verification.Based on the results of the first research, regarding the community'slack of understanding regarding the importance of guidance and empowerment,the Musrenbang committee should hold regular outreach from RT to Villagelevel. Due to the lack of infrastructure to accommodate the number ofMusrenbang participants, they can rent a place for implementation, such as aschool yard, regarding the formation of the committee. If the Musrenbang is tootight in its implementation, it must be more optimal in the formation andimplementation of the stages in the Musrenbang. In carrying out its duties, thecommittee must first know the regulations that serve as a reference for theimplementation of the Musrenbang.
