Abstract

Billboards are one of the mushrooming information and promotion mediaand are widely found at crossroads and urban corners and crowded centers. TheMalang City Civil Service Police Unit has the authority to enforce local regulations,namely in the supervision and control of billboards. In this case, Satpol PP is incharge and assists the regional head of Malang City to enforce regional laws andregulations related to the implementation of billboards. In Malang City RegionalRegulation Number 2 of 2022 concerning the implementation of billboards, itcontains the regulation of billboards.The purpose of this study is to describe and analyze the regulation ofbillboards based on Malang City Regional Regulation Number 2 of 2022concerning the Implementation of Billboards and explain what are the supportingand inhibiting factors for the implementation of Malang City Regional RegulationNumber 2 of 2022 concerning the Implementation of Billboards.This study used descriptive qualitative research method. The focus of thisresearch is on the implementation of billboard regulation in Malang City andsupporting factors and inhibiting factors for the implementation of billboardregulation based on Malang City Regional Regulation Number 2 of 2022concerning the Implementation of Billboards. With data collection techniquesobtained from interviews, documentation and observation. The research location isin Malang City and the Malang City Civil Service Police Unit.The results showed that communication was clear because of thecoordination between the parties involved in the implementation of the regulation.Resources from Satpol PP Malang City are adequate facilities and support theregulation of billboards. The disposition of tasks in the implementation of billboardregulation involves two areas that run according to SOPs and delegation ofauthority. The bureaucratic structure in the implementation of billboard regulationalready has clear Standard Operating Procedures. The obstacle to implementationis the lack of awareness or the public who are not cooperative in understanding thebillboard licensing regulations, billboard arrangement, and billboard regulation.
