Abstract
An inclusive village is a living space for a diverse community. Inclusive village governance is managed innovatively and humanely. This is to the theory of humane governance. Human governance is a new culture in public administration. It can also be referred to as an attempt to humanize public administration as a view that wants to explain different and innovative perspectives. In Bedali Village, inclusive village governance is implemented through innovative administration and rooted in human values, therefore there must be efforts to improve human governance for people with disabilities in Bedali Village. This study aims to analyze village government efforts in improving human governance for people with disabilities in Bedali Village, Lawang District, Malang Regency, and explain the supporting and inhibiting factors of village government efforts in improving human governance for people with disabilities. The method used in this study is a qualitative descriptive approach using human governance theory. Data collection techniques are carried out through interviews, observation, and documentation. The research informants in this study were the Head and Secretary of Bedali Village, the Trustee and Chairman of the Linksos Daily, and people with disabilities. The results of this study show that the efforts of the Bedali Village government in improving human governance have been carried out although they are still not fully maximized in fulfilling the principles of human governance which include social accountability, education for residents, equality and freedom, participation, sustainability, subsidy assistance. The supporting factors are supported by various institutions that have the same vision, community care, as well as facilities and budgets. Meanwhile, the inhibiting factors are mobility barriers, limited knowledge of people with disabilities, and lack of business motivation.
