Abstract
This thesis was compiled by Krisdayanti Saldina Marina, NIM 19031000025, majoring in Public Administration, Faculty of Social and Political Sciences, Merdeka University Malang, this thesis is entitled Village Government Program in Improving Public Services (Study of Policy Implementation in the Process of Making Death Certificates Based on Malang Mayor Regulation Number 89 of 2016 in Pisang Village Temple), Prof. Dr. Drs. Bonaventure Ngarawula, MS. As supervisor I and DR. Kridawati Sadhana. MS As supervisor II. The implementation of this policy is something that is very sensitive, demanding caution, even when the preparation of alternative policies is carried out, it is necessary to ask how to implement each of these alternatives. Implementation is a process or an outcome in which the success of a policy implementation can be measured and seen from a process and the achievement of the final goal. This means that policy implementation will determine the success of a policy process where the goals and impacts of policies that can be produced, the policy implementation process often relies on technical realities as a resolution to social problems. Based on law number 24 of 2013, population administration is a series of activities for structuring and publishing population documents and data by means of population registration, civil registration, and management of population administration information as well as in utilizing a result for public services and government development. In this population administration there are several population administration structuring programs. One of them is the death certificate program. The implementation of a sub-district government program in the process of making death certificates in the Pisang Candi sub-district is a program from the kelurahan to improve public services. The role of the government, especially the banana temple village of Malang city, will be important in implementing the policy for the process of making death certificates. This study was based on a qualitative descriptive method, using informants from the civil servant dispenduk-kel officers, the staff of the Pisang Candi sub- district, the RT and RW of the Pisang Candi sub-district, and the people of the Pisan Candi sub-district who were involved in the process of making death certificates. This study also aims to identify and describe the policy implementation of the process of making death certificates and to identify and analyze the inhibiting factors in the process of making death certificates. Based on the results found from this study, in general, the socialization held by the Banana Candi village government was not optimal because it did not carry out direct outreach to the community and lack of human resources.
