Abstract

This thesis was prepared by Kharisma Aprilia, 19031000045 was supervised by Supervisor I, Dr. Budhy Prianto, MS. and Supervisor II, Candra Dinata, S.Sos., MPA. Completed his thesis entitled "Implementation Of Family Hope Program (PKH) Assistance Distribution In The Field Of Elementary Level Education According To Technical Instructions No. 13 Of 2022 (Study in Cluring District, Banyuwangi Regency)". The Family Hope Program is a program based on poor families, so the main target is economically disadvantaged families. The Family Hope Program is also one of the national priority programs used by the Ministry of Social Affairs in tackling poverty continuously. In its development, the distribution of PKH assistance still has problems that occur, one of which is the inaccuracy of the target beneficiaries. Therefore, researchers pay attention to the implementation of PKH aid distribution through indicators of the success of PKH aid distribution mechanisms. The problem in this study is how to implement the distribution of Family Hope Program (PKH) assistance in the field of elementary level education and also supporting and inhibiting factors in implementing the distribution of Family Hope Program (PKH) assistance in the field of elementary level education in Cluring District, Banyuwangi Regency. The purpose of this thesis research is to analyze and describe the implementation of Family Hope Program (PKH) assistance distribution in elementary level education and to analyze and describe supporting and inhibiting factors in implementing Family Hope Program (PKH) aid distribution in elementary level education in Cluring District, Banyuwangi Regency. The research method used is descriptive qualitative which aims to describe the facts and explain the object of research and explore the information needed in accordance with existing reality. Based on the results obtained at the research location, the implementation of the Family Hope Program (PKH) in the field of elementary education in Cluring District, Banyuwangi Regency has not fully run well. Because there are several indicators of the aid distribution mechanism that have not been able to meet the success rate, among others, there are still obstacles in withdrawing PKH funds, KPM cards are swallowed at the time of disbursement of funds, not yet right on target in receiving PKH assistance. In order for these problems to be overcome, the government must re-collect data on aid recipients and the government must also disburse through POS offices as a whole in each village.
