Abstract

The quality of work of the civil servants of the CDK Region of Malang in assisting the acquisition of PBPHH is a very crucial concern so that they can carry out their duties and authorities professionally by considering the success or failure of industrial owners in obtaining permits. If all industries already have permits, it can be said that the working apparatus is able to assist industrial owners in a coherent way to process permits and provide procedures for obtaining permits as stated in the Regulation of the Minister of Environment and Forestry of the Republic of Indonesia Number 8 of 2021 concerning forest governance and preparation of forest management plans. as well as forest utilization in protection forests and production forests. Assistance activities for obtaining PBPHH are under the supervision of the Provincial Forestry Service, the focus of which is carried outby the TKUK section. Within their capabilities and with the revision of government regulations regarding the performance of apparatus from time to time all apparatus have carried out their duties properly and optimally, but in research there is a phenomenon, namely the non- compliance of managers or owners of the timber forest industry regarding the ownership of Forest Product Processing Permits (PBPHH). PBPHH is intended for any business owner to be recognized by the state. Many people are still reluctant to make PBPHH due to classic reasons, namely complicated procedural constraints. In addition, there were many problems when carrying out field activities, namely service to the community when conducting outreach to build the enthusiasm of industry owners in dealing with problems that hindered the acquisition of PBPHH. This is the underlying reason for this research to be conducted to determine the level of performance and placement of apparatus duties according to scientific fields in motivating industrial owners and procedural socialization of PBPHH making by the Malang Regional Forestry Service Branch so that it can run according to applicable regulations and industrial owners can comply with PBPHH. In accordance with the research objective, namely to find out whether employee performance which includes the division of tasks according to field experts, employee reports and implementation when carrying out services to the community at the Malang Regional Forestry Service Branch is in accordance with established regulations with the aim of creating a structured government, this research uses descriptive research with qualitative methods. Qualitative research method is a research method used to study the condition of natural objects, where the researcher is the main tool, the data collection method is carried out by triangulation, data analysis is inductive, and the results are. The research was conducted at the branch office of the Malang Regional Forestry Service. The samples in this study were three apparatus and two owners of the timber industry. The section head has full duties over his subordinates in the section. to guide and direct friends in the section in carrying out tasks with different duties and functions, although it can be said that the number of personnel in the section is still lacking so that performance is still not optimal. But so far the performance is close to maximum. As the head of the section, he must try to minimize the problems that occur in assistance with obtaining PBPHH by timber industry owners and must be able to reach industrial owners who are not yet licensed so that they immediately take care of licensing. assistance by TKUK CDK apparatus in the Malang Region can be said to be good and effective because the apparatus assists industrial owners from the procedural beginning, namely the preparation of files to the issuance of permits. Apparatus accompanies, assists, and provides solutions to industrial owners when problems occur. Apparatuses also provide understanding to industrial owners regarding the implementation of OSS which can facilitate the processing of industrial permits online without having to come to the office. The apparatus conducts an analysis in the form of technical considerations related to supporting components as a requirement for the establishment of a wood industry such as tools, raw materials and human resources. From the analysis carried out, the capacity of the industrial permit will be obtained so that it can be measured how many components are needed. Before industrial owners submit applications or develop industrial permits, all requirements will be reviewed so that they are feasible to be followed up in the permit issuance process. The apparatus provides assistance to industrial owners to fix files that do not meet the requirements through the OSS and JOSS applications. The performance of the apparatus in the TKUK section has been running close to maximum because the number of apparatus is still lacking with the large number of wood industries being assisted. The system that runs in the process of assisting in obtaining permits is that the industrial licensing system must go through JOSS and its operation is accompanied directly by the TKUK section of the Malang Regional Forestry Service Branch. In the process, the apparatus analyzes industrial components in order to obtain production capacity. The procedure for obtaining PBPHH through the Jatim Online System Submission has not gone well because the constraints that occurred during the mentoring process for obtaining PBPHH were the IT limitations of industrial owners and signal disturbances at industrial locations which hindered the operation of JOSS. As an apparatus at CDK in the Malang Region, they should conduct outreach and provide education evenly to industrial owners regarding business licensing. Every month an evaluation must be carried out between apparatus so that the best solution can be found for existing problems.
