Abstract

Fathir Aburrachim, Public Administration Study Program Student, Faculty of Social and Political Sciences, Merdeka University Malang, Thesis title: Community Participation In Consultations District Level Development Planning (Study on implementation of the Musrenbang in Klojen District, Malang City) Lecturer Advisor 1: Drs. H. Titot Edy Suroso, M.S, Advisor 2: Akbar Pandu Dwinugraha, S.AP., M.AP. Research on community participation in planning implementation development is based on legal and statutory foundations regarding the importance of community participation in the process, because there is none. Community participation directly then development planning will not carried out effectively and relevantly so that it will have a good impact or not development progress of the area. The purpose of this study is to determine the form of participation the community in the process of implementing the Musrenbang within the Klojen District, Malang City and know the supporting and inhibiting factors that are very clear useful for good development planning. The research method used is descriptive qualitative research, by collecting data using interview techniques, observation and documentation. The technique used in data analysis is data collection, data condensation, data conversion, and Drawing conclusions. Based on the results of the study it can be concluded that participation the community that happened in the Klojen District area is true and occur according to their needs, because it is only through the Musrenbang that the community can channel the aspirations of wants and needs in their area. Then according to findings in the field there are several supporting factors such as: community enthusiasm, support from the government and council members, to the close relationship between the government and the community is what makes the implementation of the musrenbang went well in Kec.Klojen. But there are also obstacles such as determination of proposals that are not representative, involvement uneven community and constraints on the proposal preparation process not according to the dictionary so that more handling and counseling should be held carry on.
