Abstract
This thesis is entitled “Implementation of Village Government in the Program for Distribution of Direct Cash Assistance to Village Funds During the Covid-19 Pandemic (A Study in Kalipare Village, Kalipare District, Malang Regency)” which was compiled by Diah Ayu Putri Sri Widowati Ning Tyas, with main number 19031000099, program study of Publik Administration, Faculty of Social and Political Scienses, Merdeka University Malang. Supervised by two supervisors namely Mrs. Dra. Hj. Umi Chayatin, Msi and Mrs. Adhinda Dewi Agustine, S.AP.,M.AP. Since the beginning of March 2020 the World Helath Organization (WHO) has declared a pandemic. A pandemic is an outbreak caused by the 2019 coronavirus (covid-19). In early March 2020, covid-19 entered Indonesia, starting with two people who were confirmed positively infected by Japanese citizens. This pandemic has greatly impacted people’s lives, especially the lower middle class. To reduce the serious impact of Covid-19, the government continues to exert considerable effort in this field. The Village Fund Direct Cash Assistance policy is regulated in the regulation of the Minister of villages, Development of Disadvantaged Regions and Transmigration Number 11 0f 2019 concering priority for Using Village Funds in 2020, so it becomes the juridical basis and implementation of Direct Cash Assistance to the poor in the village. Because the readiness and alertness of the village government is needed to immediately distribute the BLT in an orderly, fair and appropriate manner, namely the right target, the right person, the right time, the right process, and the right administrative report. The purpose of this study is to find out and describe the implementation of the village government in the Village Fund Direct Cash Assistance distribution program during the covid-19 pandemic. As well as to find out and describe the surpoting and inhibiting factors in the implementation of village government in the Village Fund Direct Cash Assistance distribution program during the Covid-19 pandemic. The type of research used in this research is qualitative with a rearch focus on policy standards and objectives, resources, inter-organizational communication, characteristics of implementing organizations, dispositions or attitude of implementers, social and economic environment. The informants in this study were the Kalipare Village Secretary, Head of Welfare Section, Neighbourhood, and local community. Data collection techniques based on observation documentation, and interviews. From the results of the study, the Kalipare Village Government in the Implementation of the Distribution of Direct Cash Assistance to the Village Fund has been going well, but there are problems in the community due to a lack of socialization about the program.
