Abstract

In its development, on the one hand, the Indonesian government continues to becommitted to placing human development in alleviating poverty as the main focus of thestrategy to build people's welfare. This commitment has been stated in the constitutionalagenda as a form of government concern in the development process, including at thenational level as stated in Pancasila and the 1945 Constitution/amendment as an ideal andconstitutional basis for poverty reduction, in addition, efforts to mainstream Indonesia'spoverty alleviation have been carried out and put poverty alleviation in place. as the mainpriority of national development policy. Poverty reduction policies are a priority for theMedium Term Development Plan (RPJM) 2004-2009 and are described in more detail in theGovernment Work Plan (RKP) every year and are used as a reference for ministries/agenciesand local governments in the implementation of annual development. So that the 2004-2009RPJM policy is expected to reduce the percentage of poor people to 8.2 percent in 2009.To find out and describe the Cash Social Assistance Policy in Bandulan Village,Sukun District, Malang City and to determine the driving and inhibiting factors in the CashSocial Assistance policy in Bandulan Village, Sukun District, Malang City.The method used in this research is a qualitative research method. Moleong (2006:4)explains that the qualitative method is to be able to carry out the approach as stated in the fullbackground of the individual. So when conducting individual research, there is no need toseparate individuals and institutions into variables or hypotheses, on the contrary, individualsonly need to see them as an interrelated entity. What is meant by the research approach is aprocess of how to describe and study social problems and problems. In this study usingqualitative methods, by seeking as many references as possible using data that has beenobtained and supported by experts in their fields through books or writings that they havepublished. This form of research focuses on actual problems or events. when conductingresearch and also describing events regarding an issue under study as accompanied bypractical and targeted understanding. And this research was conducted in Bandulan Village,Sukun District, Malang City. The reason why the writer did the research there were thefollowing reasons: 1. Bandulan Village is one of the villages that received Cash SocialAssistance (BST) and the community's economy is still relatively weak. 2. To analyze theprocess of receiving Cash Social Assistance (BST) in Bandulan Village, Sukun District,Malang City and analyze the obstacles and incentives faced by the community in the CashSocial Assistance Policy (BST).From the results of research that has been carried out at the Bandulan Village office,Sukun District, Malang City, researchers can draw the following conclusions: 1. Theexistence of conditions that must be fulfilled also has the aim of clarifying the truth ofthepeople who receive cash social assistance. 2. The location of this cash social assistance hasbeen socialized so that the recipients of cash assistance directly come to the Bandulan sub-district office in this case the Bandulan sub-district office has provided complete facilities forcash social assistance recipients and the distribution of cash social assistance has beendetermined in the nominal amount to be received. 3. Distribution of cash social assistanceprovides a dominant amount of Rp. 600,000 per KK. The period of providing Cash SocialAssistance is for 12 months so that BTS recipients get cash disbursement every 2 months. 4.The implementation of cash social assistance is carried out regularly and supervised by thesocial service and in collaboration with all parties involved so that its implementation runssmoothly. 5. Utilization of Cash Social Assistance for recipients because this social assistanceis used as business capital and for other purposes, and the distribution of cash socialassistance does require smooth communication to make it easier for BTS recipients tounderstand the directions that have been given. 6. The supporting factors of the Bandulansub-district office have been working well, supported by the skills and knowledge ofexperienced BTS officers to determine the success of an activity, which becomes an obstacle,there are still people who do not care about self-registration in the kelurahan, such as peoplewho receive cash social assistance, but these people move residents and do not reportthemselves to the village.
