Abstract

Children with Special Needs are children who have limitations oradvantages, both physical, mental, emotional, social and academic disorders thatcan affect their growth process compared to other children of the same age. Thepurpose of this study is to describe how the efforts to develop Children withSpecial Needs are carried out by the UPT Education Services for Children withSpecial Needs in Malang City and what factors support and hinder efforts todevelop Children with Special Needs carried out by the UPT Services forChildren with Special Needs in Malang City.This type of research is qualitative, which is based on the philosophy ofpostpositivism, used to examine the condition of the natural object. This researchis located on Jalan Raya Tlogowaru, Tlogowaru Village, Kedungkandang District,Malang City, East Java. The results of this study indicate that there is medicalrehabilitation by medical people so that they are very experts in their fields, thismedical rehabilitation provides extraordinary benefits, especially to preventcomplications for children with special needs. Social rehabilitation is to preventsocial disturbances for children with special needs, this is done so that childrenwith special needs can mingle and interact with one another, not closingthemselves off from the environment, by doing this social rehabilitation can shapethe character of children with special needs in the community. which childrenwith special needs can be more confident, and reach the peak of independence inthemselves. Efforts to develop children with special needs must of course have aninclusive education where inclusive education can provide handling for childrenwith special needs.
